Schleswig-Holstein had a change of government in 2012 who rolled back the law that was passed in 2011 and thus the 23 licenses that were issued were due to expire in 2018 or 2019. They since have started talks to extend the validity of the licenses until 2021, a period where they hope to set-up a new agreement between all 16 German states. Sounds complicated? There is no need to panic!
